Staan ons op die vooraand van 'n volgende Wêreldoorlog?

Wanneer mens die toesprake bestudeer van die Russiese president, Vladimir Poetin, en die president van die VSA, Barack Obama, wat op Maandag 28 September 2015 in die Algemene Vergadering van die Verenigde Nasies gehou was, is nie alleen die verskillende invalshoeke daarvan opvallend nie, maar bring dit mens onder die besef dat ons dalk op die rand van 'n volkskaalse oorlog staan.

En anders as wat mens sou verwag het, was die Russiese president die een wat respek afgedwing het met sy kalmte van gees, sy visie en verantwoordelikheidsin. Daarteenoor was Obama die verpersoonliking van die imperialistiese illusie, vol bravade en boonop leuenagtig.

Obama het die VSA-leuens oor die werklike redes vir die onrus in die Oekraïne en Sirïe, nogmaals probeer verberg en verdedig.

President Bashar al-Assad is as 'n tiran uitgekryt “who drops barrel bombs to massacre innocent children”, 'n leuen gebore in die hel. Daarom moet Assad verwyder word, aldus Obama:

Let’s remember how this started. Assad reacted to peaceful protests, by escalating repression and killing, and in turn created the environment for the current strife… Realism also requires a managed transition away from Assad and to a new leader.

Dis nou reeds algemene kennis dat die protes wat in 2011 in Sirië uitgebreek het, allermins vreedsaam was en soos 'n gedeklassifiseerde verslag van die Defense Intelligence Agency (DIA) in 2012 gestel het was die:

Salafists, the Muslim Brotherhood and AQI [Al-Qaeda in Iraq], are the major forces driving the insurgency in Syria.

Dieselfde taktiek, naamlik om die leier van die staat as 'n wrede diktator uit te kryt, is in Irak en Libië gebruik. Professor Alan Kuperman van die Universiteit van Texas, Alan J. Kuperman, het reeds in 2013 in sy beleidsdokument: Lessons from Libya: How not to Intervene, geskryf dat Gaddafi nie die gewled in Libië veroorsaak het nie:

Contrary to Western media reports, Qaddafi did not initiate Libya’s violence by targeting peaceful protesters. The United Nations and Amnesty International have documented that in all four Libyan cities initially consumed by civil conflict in mid-February 2011—Benghazi, Al Bayda, Tripoli, and Misurata—violence was actually initiated by the protesters. The government responded to the rebels militarily but never intentionally targeted civilians or resorted to “indiscriminate” force, as Western media claimed.

Ook Obama se kommentaar oor die Oekraïne was leuenagtig en meer vir propaganda bedoel as enigiets anders. So het hy gestel dat:

Consider Russia’s annexation of Crimea and further aggression in Eastern Ukraine. America has few economic interests in Ukraine, we recognise the deep and complex history between Russia and Ukraine, but we cannot stand by when the sovereignty and territorial integrity of a nation is flagrantly violated. If that happens without consequence in Ukraine, it could happen to any nation here today.

Obama het dus 'n groot probleem daarmee as die soewereiniteit en territoriale integriteit van 'n staat geskend word, maar die VSA-geïnstigeerde invalle in Irak, Afghanistan, Libië en die Oekraïne wat 'n blatante skending was van hierdie state se soewereiniteit en territoriale integriteit is blykbaar wel toelaatbaar as die VSA inmeng in ander state se sake.

Minstens was daar 'n referendum in die Krim (Crimea) waar die meerderheid gestem het om by Rusland aan te sluit; iets wat blykbaar by Obama en sy voorgangers verbygegaan het toe hulle hulle kloue op voormelde state gelê het. Daarby het die VSA die wettig verkose president van die Oekraïne verjaag. So skryf professor John Mearsheimer van die Universiteit van Chicago in 'n artikel getiteld:  Why the Ukraine crisis is the West’s fault:

The United States and its European allies share most of the responsibility for the crisis. The taproot of the trouble is NATO enlargement, the central element of a larger strategy to move Ukraine out of Russia’s orbit and integrate it into the West. At the same time, the EU’s expansion eastward and the West’s backing of the pro-democracy movement in Ukraine — beginning with the Orange Revolution in 2004 — were critical elements, too.

Mearsheimer se gevolgtrekking is dat alhoewel die omvang van VSA-betrokkenheid nog nie ten volle aan die lig gekom het nie,

it is clear that Washington backed the coup…The United States and its allies should abandon their plan to Westernize Ukraine and instead aim to make it a neutral buffer….. It is time to put an end to Western support for another Orange Revolution…..The result is that the United States and its allies unknowingly provoked a major crisis over Ukraine.”

Iets van die waarheid was in Obama se stelling te bespeur dat mense die uitgangspunt moet verwerp dat Moslems per se terreur voorstaan. Wat Obama egter nagelaat het om by te voeg is dat die VSA die radikale Islamitiese terreurgroepe daargestel, befonds en bewapen het.

Poetin se toespraak was eerlik, op die man af, insigryk, konstruktief en komende van 'n staatman. Duidelik verstaan hy die geopolitieke vraagstukke van vandag. Hy het gestel dat sommige nasies “after the end of the cold war” hulleself as só sterk en uitsonderlik beskou dat hulle dink “they knew better than others”:

Russia stands ready to work together with its partners on the basis of broad consensus, but we consider the attempts to undermine the legitimacy of the United Nations as extremely dangerous. They could lead to the collapse of the architecture of international relations, and then there would be no other rules left but the rule of force. We would get a world dominated by selfishness, rather than collective work. A world increasingly characterized by dictates, rather than equality. There would be less genuine democracy and freedom, and there would be a world where true independent states would be replaced by an ever growing number of de facto protectorates and externally controlled territories.

Toe hy hom oor die konflik in die Midde Ooste uitgelaat het, het hy die "aggressive foreign interference” verwerp as 'n destruktiewe mag wat nie demokrasie daargestel het nie, maar chaos veroorsaak het. Volgend Poetin:

Rather than bringing about reforms, aggressive foreign interference has resulted in the destruction of national institutions and the lifestyle itself. Instead of the triumph of democracy and progress, we got violence, poverty and social disaster, and nobody cares a bit about human rights – including, the right to life. I cannot help asking those who have caused this situation: do you realize now what you have done?  But I am afraid that no one is going to answer that. Indeed, policies based on self-conceit and belief in ones exceptionality and impunity, have never been abandoned.

Poetin het daarna verwys dat Libië die ontstaansbron was van die sogenaamde Islamitiese staat nadat die VSA-beheerde NATO-magte die staat in 2011 vernietig het. Hy het gestel dat:

Many [ISIS] recruits ... come from Libya, a country whose statehood was destroyed as a result of a gross violation of the UN Security Council Resolution 1973. And now the ranks of radicals are being joined by the members of the so-called moderate Syrian opposition, [which is] supported by the Western countries. First they are armed and trained, and then they defect to the so-called Islamic State... Besides, the Islamic State itself did not just come from nowhere; it was also initially forged as a tool against undesirable secular regimes.

Voormelde DIA-verslag het in 2012 gestel dat Westerse state 'n “Salafist principality in Eastern Syria" wil skep om die Siriese regering te isoleer:

Opposition forces are trying to control the Eastern areas (Hasaka and Der Zor), adjacent to the Western Iraqi provinces (Mosul and Anbar), in addition to neighbouring Turkish borders. Western countries, the Gulf states and Turkey are supporting these efforts… If the situation unravels there is the possibility of establishing a declared or undeclared Salafist principality in Eastern Syria (Hasaka and Der Zor), and this is exactly what the supporting powers to the opposition want, in order to isolate the Syrian regime, which is considered the strategic depth of the Shia expansion (Iraq and Iran).

Die voormalige hoof van die DIA, Michael Flynn, het onlangs erken dat die Obama administrasie die berekende besluit ("willful decision") geneem het om die ontstaan van ISIS te ondersteun.

Dit is egter die volgende uitlating van Poetin wat spesiale aandag verdien:

It is hypocritical and irresponsible to make loud declarations about the threat of international terrorism, while turning a blind-eye to the channels of financing… It would be equally irresponsible to try to manipulate extremist groups and place them at one’s service in order to achieve one’s own political goals, in the hope of later dealing with them. To those who do so, I would like to say: Dear sirs, no doubt you are dealing with rough and cruel people, but they are [not] primitive or silly, they are just as clever as you are, and you never know who is manipulating whom… We believe that any attempts to play games with terrorists, let alone to arm them, are not just short-sighted but fire hazardous.

Volgens Poetin is ISIS besig om sy invloed uit te brei en 'n bedreiging vir baie state in die Midde Ooste te word. Rusland sal nie toelaat dat

these criminals who have already tasted blood to return back home and continue their evil doings… Russia has always been consistently fighting against terrorism in all its forms. Today, we provide military and technical assistance both to Iraq and Syria and many other countries of the region who are fighting terrorist groups. We think it is an enormous mistake to refuse to cooperate with the Syrian government and its armed forces, who are valiantly fighting terrorism face to face. We should finally acknowledge that no one but President Assad’s armed forces and Kurdish militia are truly fighting Islamic State and other terrorist organizations in Syria.

Volgens Poetin moet daar 'n internasionale koalisie teen terrorisme gevorm word; iets wat die VSA natuurlik nie kan steun uit hoofde van sy steun vir ISIS nie.

So nou het Poetin nogeens 'n meesterlike skuif gedoen — Rusland het toegetree met sy vegvliegtuie en die eerste berigte is dat ISIS-basisse in Sirië vernietig is in lugaanvalle. Duidelik was die VSA nie gereed hiervoor nie. En duidelik kan die VSA nie nou openlike steun aan ISIS verskaf nie, aangesien die hele wêreld se oë nou op die Midde Ooste gerig is. Rusland het die inisiatief oorgeneem en is besig om die Amerikaanse imperiale ambisies in die war te stuur.

Die arrogansie van die VSA in die internasionale arena word nou vir die eerste keer sedert die einde van die Koue Oorlog getoets en uitgedaag. En weereens is Rusland die ander hoofrolspeler. Maar anders as voorheen is die VSA hierdie keer die aggressor en Rusland die voorbeeld en leier vir die ganse wêreld. Die VSA het hom nog nooit deur enigeen laat voorskryf nie en ook nie toegelaat dat enige ander staat die inisiatief by hom oorneem nie en sal dit ook nie hierdie keer doen nie.

Joachim Hagopian, 'n afgetrede offissier in die VSA-weermag skryf soos volg:

Moontlik 'n VSA-gemanipuleerde sluipmoord! Die vonk in die kruitvat sal deur die VSA self verskaf word en Rusland sal die blaam daarvoor kry. Of dit werklik tot 'n volskaalse oorlog sal lei, sal net die tyd leer. Dat dit wel tot groter konflik gaan lei wat baie state gaan betrek, kan in klippe uitgekap word.
